Pretty sure that he doesn't have access to the mod sections, therefore the only place he can post it is public.
I'm also fairly sure that there are no rules about users discussing mod stuff publicly, only rules stating where such talk belongs, which would be here.
And last but not least, he wouldn't be posting here if he didn't get the shaft, now would he?
