giving spy levels?

hmm this may seem like a noobish question, that y i put it in this forum, but how do u give spy lvls? do u tranfer the actual lvl or do u just send people the cash, i have no officers nor have i ever had one so i'm not really sure what the options there include, i've only been playing like 2 months sooo...

u transfer the naq for the level to that person.....spy level transfer is not a option of the game.....yet
