The amount you get is based off the officers total UP, then modified by the amount you set via your officer setting on the main page. If you set it at 30%, you get 15% of their total UP added to yours, each officer up to the max (15 i believe) gives the same 15% off EACH of them.
As for naq then no, you actually loose income, that is the trade off, you give the officer some of your Naq every turn, they give you a % of their UP.
The Officer setting can be set to 5, 10,15,20,25 or 30%, the higher the setting, the more UP you gain and the more naq per turn it costs you.

you mean i get half the % of UP than what i set to give to them?
so.. no way of me getting 30% of their UP?

No, the setting you pick in officer income is halved for the purposes of working out how much UP you gain from each of your officers. if it were 30% and you had 15 officers it would be pretty insane, it's insane enough with 15 giving 15%, hehe. Main reason is because the 30% income you loose is split amoungst all your officers so the more you have, then the less each individually gets.
Also worth noting that you can assign yourself as your own commander and gain a 20% UP boost ON TOP of the officer boost, or you can set no commander and gain 10% extra income and 10% extra UP.
I have not tested, but i think when you have 15 officers it just won't let anyone else sign up until 1 leaves.

Click on your name, near the top of your base screen.
That will take you to 'your stats' and from there the options are the same as if you had clicked somones name on the attack page.
I.e. 'Make this user my commander'
Just click on that and your your own com.
If you want no commander, just don't choose one, and you will automaticaly get the benifits.
