Lack of quick Attack/Raid/Spy buttons on Attack Pages

Now before i start i must say that it is not me who is having this problem, it is a member of my alliance. His name is hugo411 id 1953655.
Im posting on behalf of him because he no longer has access to his forum account but i am guessing he will probs be getting it again soon.
When the update first came out ages ago he says he remembers having them.
But then since then they disappeared and havent returned to him.

Any ideas what to do? If its something really simple like theres a setting he needs to click can you point me/him in that direction. Cheers
