Yes, to sab someone your covert action must be higher than the person you wish to sab. You can increase your covert action by 2 methods:
1) Training more spies.
2) Increasing your covert level.

Anti Covert Spy Operatives can kill the opponents spies. This is best done when the opponent has 0 defence. But your AC power has to be within range or higher than the opponents Covert power.
