I dont know why i cant train any mersenaries i can train 7milj mersenaries but it say You do not have enough resources to pay, are attempting to get no product, or are over your merc limit.
You can only have 105.00 percent (base of 25 plus 80 percent in upgrades) of your trained troops as mercenaries.
Beyond that, you do not have enough troops loyal to you to ensure compliance to your orders.
You now have:
0 Trained Mercs.
7300000 Trained Military Units.
You can have a maximum of 7,665,000 Trained Mercs.

I'm guessing there just normals you have trained and not supers right? I think you need to have some supers trained to be able to buy any mercs now, this was to stop players training millions of normals then buying mercs then untraining the normals so you have a strike or def that is 100% mercs meaning 0 losses to there troops. ~T~
