Revamping the Races

Hi,I thought that it would be cool if we changed how the race system works.
Have it where you can create your own race, like it is now. But there will be a race details page where everyone who has chosen to be lets say "Oni System" race would be able to vote for someone to be race leader. The race leader would be able to choose racewide like technology paths and stuff for all of the people with that race.. and can say choose maybe one race pacific bonus for everyone.

-the race leader would be able to
-change race details, adding maybe a description of the race.
-change race pacific bonus. maybe like what we had before ascending.
-kick people out of the race
-see the total power of each member in the race. kinda like alliance details

Everyone can see the race details page and what each account power add to the rankings page.

looking for people to add more details and suggestions.

I think I remember Chaos having a race leader, but it's been so long I'm not sure exactly if there was any real point to it. I guess I'm not really adding anything other than saying this idea has been used before

I vaguely remember some sort of income taxing and then it being equally dispersed in Chaos by the Race leaders. But I've also been known to make things up and mistake dreams for being real.
