It will reduce the amount for accounts in the game which will make the amount of accounts in the 2% range, smaller.
ATM there is exactly 80,000 accounts and your rank must be below 1,600
If this was dropped to 60,000 accounts, then your rank would have to be below 1,200 (I think)

I am assuming that the stats in the opening post put the account higher than rank 1,600 (higher being closer to rank 1 as opposed to further away). Therefore meaning there is no bug. I am locking this thread as it is more of a question than a bug, however, if the stats in question put an account further away than 1,600 and it is still generating G&R then please PM myself or another For Admin Mod and it will be re-opened.
