Try sending them an invite yourself, it should not say you have to wait 24hrs. The only reason it would not allow the invite to be sent is if they already have an invite waiting for another alliance, in which case it would be down to that person to cancel that invite.

Or make sure your alliance is set to allow people to request to join and get those accounts to request to join themselves then you accept the request.

To be honest your situation you just explained makes little sense.

When inviting one of our newer members, we encountered an issue where this player was invited to another alliance which was deleted in the time that invitation was present on his Command Center.
He could "Join" or "Reject" an empty alliance. Clicking either button led him to the 'create an alliance' screen. Confused, he clicked back to his Command Center, and the invite was still there.

We solved this by advising said player to start an alliance on the 'create an alliance' screen and having him abandon the alliance he created.
That solved the issue; not sure if the same can be applied here; but it sounds like they have the same kind of bogus invites our recruit had.
