Using Alliance Bank to increase players bank size

if they leave the alliance or the alliance disbands, do there banks still stay in their increased state?

i tried to use it twice and i didn't see an increase in my bank even after turn had elapsed.

I think if your natural bank capacity is higher than the cost of your next covert level then it will make a difference
