turn change also happens three minutes later than it used to at 27 mins till next turn instead of right at 30 mins.

Game time is the time of the server, not the time it says on a clock.
Weren't there issues with the server recently? Maybe this disparity is how admin fixed it.

Game time has been exactly the same as PST (-8) since 2005.
