Losing units bug

I am not above plague currently. I have skirted with it a few times this week but I have not remained over.

I noticed the amount of my cov agents trained being lower than I thought it was... thought maybe just a random bad memory...

saved the number of spies currently
and now I see its lower than it was.
not by much just a couple hundred k this time...

It seems to be affecting all my units, but i didnt test that for sure.

I'm wondering if plague is buggy and taking effect lower?
