Population Cap
How often will the caps go up? Will they go up every year starting next year or will it hold at 8 million for a couple years?

Errr, what population cap?
You get your full growth up to 5b planets, after that it is a diminishing return based on your current total expanse, but you will keep growing well into 50b planets given enough time.
