I came out of pergatory and waited for a turn change or 2. The game thinks I am still in perg. I verified this by going to the black market and checked my ability to buy turns. It says cannot buy in perg.

That is not good to hear, actually.
Location changes are instantaneous - have nothing to do with turn changes for them to take effect.
From this end, it looks like your first attempt to cross over to the Normal Reality failed.
