why wont it let me do this

why wont it let me do this

hi i have been trying to attack someone but it says that i carnt and they are almost at my exact location and the risk of damageis too great

the person whom you try to attack had once your IP
being normal is also overrated, you must have faith in who you are

If you don't actually know this person it is most likely your isp some isp gives a general IP for an area.
