Rank modifier changed?

I just attacked someone and noticed that my attack had hardly been modified. Anyone else notice this? If the rank modifier has changed, then its a good thing!

Well, something definitely has changed. yesterday i hit the same person (with exactly the same stat) with 1.5 bill damage. and today it was in excess of 2 bill
