What are they for? Can I train them?
i alraedy upgraded the merc stages to the 3rd one.
are they like decoys on the battlefield?

Untrained Mercs do nothing.
The merc stage upgrades only affect attack/defense mercs.
You can have an unlimited amount of Untrained Mercs.
