some players have still theri anticoverts from planets(their normal anti is 0)

Everything recalculates itself automatically when someone trains any unit that can contricute to stats, buys a weapon or before any mission goes through. I don't know if it will reset by itself prior to that, but they won't actually be able to use the stats that they have that have not reset.
