How does the Covert Turns reach -1?

I was sabbing one guy and suddently a message appears saying I've got no more covert capacity to do so...

I go check my Covert Turns and get "Covert Capacity -1"

How is this possible? Do I spend 2 Covert Turns when sabbing?
