Covert Action :?
Can someone explain this to me. When ever I sabotage someone this nuber drops is that a good thing or a bad thing ?

Erm....that would be because you're sending in spies, some of whom never return from their mission. Your covert action is made up of number of spies * 2^(covert level). Make sure you don't sab with huge numbers of spies, or it will be more costly than whatever it is you're destroying.
As soon as you build an idiot proof system, somebody else builds a better idiot.
If it moves, kill it. If it doesn't move, kick it until it does move, and then kill it.
