i did some sabbing (9times) on this fellow and now i get this message;

That realm has had so much covert activity against them recently that even your intelligence sources know about some of it! They are surely ready and waiting for additional operations - your Intelligence Officer warns you strongly against proceeding, and you are compelled to agree...for now....

i can't even spy on him...
does anyone know how long this "protection"will last?

The maximum number of spy missions you can run against someone is 10 iirc. After the next turn, they can be hit again 1 time (and 1 time for each subsequent turn). After five hours or so, you could run 10 more sabs on them, or you could sab them once each turn.

I usually just wait a few hours and then go back and sab some more.
