Protected planet treaty??????

I have noticed people with like 40mill of naq and they have the treaty so no one can attack but when I have 40mill of naq I get attacked. So how does the treaty work, does the treaty kick in for people at different time or what.

You get it when:

1) you've just started
2) you've donated

It ends:

1) after 2 days
2) if you attack/sab/spy

The effects are you become invulnerable from:

1) naq attacks
2) sabotage
