Commander and Fleet Commander what's the difference?

I in the officer page i see a button that says "make fleet commander"
What's the difference between that and the other commander (from clicking the "Make this user my commander" button).

its just a title you can give one of your officers. they don´t have advantages because of that as far as i know ... just makes this officer kind of "special", however, it doesn´t mean anything.

it only gives a title and NOTHING else?
