I know about the new changes with the covert planets but i think with me it's strange.
I have 3 covert planets. My total covert power is 21 bill +.
Now if i calculate roughly, i see that every amount i add on my lowest planet (only 3 bill) doesn't increase my spy power. How can this be.
If i take account that of my 21 bill, there is max 9 bill of my planets( 3x3 bill) there is 12 bill left and 50% of that power is still 6 bill so i don't understand why any increase in my planets don't increase my spy power.

Anyone who can help me?

I believe that it takes till the end of the turn to come into effect.
