is this a UP planet bug or only not written right

it says that UP planet gives you either 50% your raw up max or 50% of its up bonus. i am building up a planet which 50% are bigger than my raw 50% and nothing happens... this might be related to topic at viewtopic.php?f=7&t=83075

UP & Income Planets
1) Income (naq) planets are 5x as productive as previously.
2) UP planets - like attack,covert and defense planets - are now limited to 50% of your natural UP EACH, or the UP addition of the planet, whichever is higher.

example
if you have a personal base UP of 20k
and you have a UP planet giving 5k 
you will receive all 5k from the planet
if you have a UP planet of 11k you will only receive 10k (half(50%) of your BASE UP)

the 1k above 50% of your base UP is not being used...

so any UP planet bonus (for each planet) above 50% of your base UP you dont get the bonus.

So if you have UP planets giving more than 1/2 your base UP then you need to increase your BASE UP to get the extra Planetary bonuses

yesyes! but in log is written that it gives either 50% raw either 50% planet's bonus wichever is higher.
