I know you get 10% increase to UP and income if you have no commander.
But is it just your RAW up thats increased or total?
and are income planets included in the 10% increase?

Unless I'm wrong, only raw UP counts. But, of course, if your raw UP is increased by 10%, your total UP is also increased with 10% of your raw UP 
(plus, I'd guess, 5% per UP planet with a higher bonus than half of your new UP... but I'm not 100% sure about that). And I don't think income from planets counts.

yeah you get a 10% bonus on raw, 10% from miners/uu and it does not increase the amount of UP you can get from planets because that is based on raw. 
I say smart things so people don't realize how dumb i am.
