Take a UP planet for example. If you conquer a planet, the stats go down. My question is, when the stats go down, does the cost to make the planet better (aka upgrade the stats) go down also, or stay the same? If it stayed the same, that means after the planet changes hands several times, then it would basically become useless... if you understand my question

it sounds much harder to code if the cost had to stay the same... since then the price + production couldnt be linked...

Ok another question. Is the price the same to build a huge-UP planet thats tiny and then make it bigger, or make it bigger and then work on the UP of the planet - which is cheaper, or is it made to be the same.

bigger planets get more power per upgrade, so bigger is cheaper...aside from defense costs.

Incorrect.
It costs the same.
Planets back-log bonuses when you increase their size, that's why stats go up when you increase the size.
Eg.
Tiny UP Planets = 1UP per upgrade.
Very Small = 1.1
You buy 10UP for a Tiny planet, and then upgrade it. When you do, it'll jump to 11 to make it equal with the new bonus.
It's easier to build a planet from Tiny, as you save a ton on Defences, that's why people are willing to pay more the smaller a planet is.
It costs the same.

100% sure, the cost goes down. and fox is right about his description of 'back-dating' upgrades.
