You can only have 105.00 percent (base of 25 plus 80 percent in upgrades) of your trained troops as mercenaries.
Beyond that, you do not have enough troops loyal to you to ensure compliance to your orders.
You now have:
367629 Trained Mercs.
583385 Trained Military Units.
You can have a maximum of 612,554 Trained Mercs.
and i can't even buy one merc.
i try to buy 30k and it says "You do not have enough resources to pay"
i have 3 billion in my hand how isn't that enough

It also says:

That's probably it - can't be sure since you didn't specify what type of mercs you are trying to buy and how many supers you have.

That's probably it - can't be sure since you didn't specify what type of mercs you are trying to buy and how many supers you have.
