If you can show me examples of where mods havn't justified a modding action (where it isn't very obvious, like cleaning up filthy language) then I'd be very interested in seeing it. Modding should be explained.

Wouldn't be hard at all. I think it is a rule, but if it's not it should be. I'll look into it.
