I think you've missed the point most people are making to you, which is you can't expect to have something for nothing! There ARE other things you can do other than training miners - and yes, like training miners there are consequences for you in doing those things. Everything in the game can not, and should not, be made so that there is no downside.
Like I've always said, it's all about account/game management - but quite a lot of people seem to think it's about moaning loudly enough when things don't work the way you want them too.
Although I've never been raiding's greatest fan, to get rid of it now would be a mistake. Part of the reason raid was introduced was because UU became unkillable, and so a method was needed to be able to reduce the amount of UU - and a 'capture' type attack was asked for a lot at the time. Ironically, people then demanded that they wanted somewhere where their UU could not be raided, but did not want to train them into spies/soldiers - this coincided with the demand for higher naq production rates, and so the miner was born - but a consequence to protected and higher rate naq producers was the lifer.
You don't get something for nothing.
