Considering there are nearly 100,000 accounts in ranks, and 25% is approx 25k, that would mean you'd need to mass approx 24k accounts and not have them rebuild. That should leave you with approx 1% remaining with a def. That would also mean you would have someone with a 0 def ranked 1,001. lol.
Im not that bad at maths.
We could always start just massing one race. *cough*Asgard*cough*
