Perhaps in Australia..
A matter of relative size. I live in a town of 45,000 in NSW, Australia. We have a town of 38,000 less than 3km (2mi) away. Never lived in a city. The distance between large towns/cities in Australia means that a pop: 5,000 town sticks out like a sore thumb.
To me, 2,000 people is more than enough to be a "town".
