Big assumptions there; if you plan to keep up with the handful of users that are power housing TOC then yeah sure you probably would spend your life catching up, if they do continually build their TOC day in and day out. But if that's what you want to do for your ascended career then by all means.
Perhaps on a few occasions they won't be able to retaliate, then again if someone is attacking you, one or two refills against their descension attempts will prove to them you're active, and vice versa you wouldn't even bother attempting a retaliation descension if they are descending you.
You can undo the damage from a descension attack in a few seconds, the life force refill is not worth anything now, even when you're descended you only loose a bonus in main. You don't loose any resources. You can still fight, you can vac for awhile and get back on your feat easily.
The whole descension process is a level playing field regardless of size.
If someone has worked for a far longer time than someone else on their TOC, then all power to them, you shouldn't be able to straight up descend them in a few attacks.

c levels are thresholds, TOC is not, you can increase your TOC by a few points amazingly easy, but you cannot increase your covert level easily by 1 point.
