With getting PPT, you can use market turns or the black market (attacking), but you can also be put on PPT by the alliance leader (sabotage). Two different actions, same result.
(To be honest you are trying to compare apples with oranges, two very different scenarios)
1. Should you be allowed to sab/mass someone and then vac your account? - No, so why should you be able to perma PPT an account? by simply purchasing a PPT.
2. Sab and massing still have there losses, being able to vac mode right after a PPT has no losses and is a clear advantage on an account.

So on one hand your saying that a leader talks to his alliance about a house change but not on PPT's that would be generalizing all alliances to fit a discussion.
All alliance's I have been in, we would get a pm wide notification of when a PPT is going to be put in place, if it doesn't fit your plans you get hold of the leaders, if they say it's going to go ahead anyway, you make the decision to hop out of the alliance or wait it out ...yes in emergency situations a forced PPT is put on you, but again that is part of being in an alliance.
