This could be in addition to some of the recent planet ideas.
I propose that any planet that is not improved after a certain length of time, whether it is in defense or the bonus, be released back into the galaxy so someone else can take it, but the defense goes back to 0. This will get rid of the loose planets that are lost in the low ranks of those who don't play. On the off chance that someone does play and hasn't improved the planet, it could send you a message saying:
"The residents of (planet name) have rebelled, as they have been ignored for the past (however long until it is released). The rebels have defeated the army stationed there and managed to release the planet from your system. The chances of seeing the planet and its inhabitants again are slim."
Or something like that. The timeframe could be anywhere from a week to a month or something before it is released, and could maybe include a warning, like:
"Your army reports that (planet name) has been acting rebellious lately."
Or something.
This will keep more planets being put back in, and will keep people improving their planets as well, so they don't just sit in the person's system without any problems.
This is up for debate and suggestions, and sounds like it would be a good add-on to any other planet upgrade, or by itself.

a better thing would be to have their stats decrease if they are not improved over time... so if the planet gives say 960 million naq per day, and it is neglected for say 1 month, with no improvement in bonus nor in defense, the naq produced starts to drop, and stops only when it is upgraded to more than it was at before being neglected... perhaps defense should also drop, say first 6 facilities per day, and after a time 12 per day, etc... till almost no stats, then if it gets to no stats, planet looses its orbit, and is released into the void...

our suggestion wouldnt take the planets away from active players, as those that do nothing to their planets for one whole month, are not active... and those who would start loosing stats, would just have to buy back that which was lost + a little more, then they could wait another month before doing anything else...

Although alot of people said no to the original idea because of poor noobs, and that also would be bad for noobs.
Then again, why would noobs have planets? They don't need them yet.
By upgrade, I meant even a simple 1 increase in anything. Seriously, if that is not affordable, maybe you have too many planets for your level.
