Seems to me that you have supers of attackers and defenders, why not covert and anti-covert units. This would apply to chaos, main, quantam, etc. Also we could have "tools" for covert and anti-covert just like the weapons that make attackers and defenders more effective; like.

400 personal dimesional-phase unit

One of the reasons for these new "tools" is so that when you attack, raid, sabatoge, or spy the tools become less effective and even when you have a successful spy mission it should cost you something. Now you could spy on 100 different people and lose nothing. It uses no turns. The only cost to use them is if you fail and your units are caught. The other reason is to expand the covert usage in the game. Expand what you can do. Expand your options while you play and grow. Although it may make more sense for quantam or chaos where you have a limited time frame to grow.
Also, we could add in where if you fail your units that are caught are reprogrammed and become UU for the captor to train as they like.

Ok. but not every body will get the best of the best. People will buy what they can. So those who wish to expend huge amounts of naq can, but also people can use smaller amounts. Or they can have a smaller force with great weapons or a huge force with smaller weapons. juts gives us a lot more options on growing our world.

Also we could make the different tool available by covert level. So at level 1 covert or anti-covert you can get level 1 tools, then at a set level you get the next round of weapons available, for example
level 1 covert = first tool
level 5 covert = 2nd tool set
level 10 = 3rd tool set
level 15 = 4th tool set
level 20 = 5th tool set
level 25 = 6th tool set
level 30 = 7th tool set.

level 20 = 5th tool set
level 25 = 6th tool set

hmm, don't like the tool idea at all... too much like kings of chaos... and I can't see the need for it, the untrainable supers however makes it rather interesting, raise your covert but lose em in a war

With the covert power you can easily acheive now why would anyone sacrifise the UU. just continue using the lower leveled and untrainable ones.
Keep working it tho.
