sounds bad to me!
but if you don't want alot of people to stop playing then why not, BUT change it as a sweetner like you can steal someone's miners not lifers.
say for every 15 at's you can steal 5-10% of someone's miners but please for everything that is holy lets up keep our lifers.
this would benefit everyone.

Bad idea, bad bad bad.
Why would you want to destroy farms, if you want UU go raiding...
Miners are unarmed and the cosmos deems that they are protected
Also 15% of miners per 15 ATs is a crazy ratio, chaos would ensue...

The Normalcy Bias
The normalcy bias refers to an extreme mental state people enter when facing a disaster. It causes people to underestimate both the possibility of a disaster occurring and its possible effects. This often results in situations where people fail to adequately prepare for a disaster, and on a larger scale, the failure of the government to include the populace in its disaster preparations. The assumption that is made in the case of the normalcy bias is that since a disaster never has occurred that it never will occur. It also results in the inability of people to cope with a disaster once it occurs. People with a normalcy bias have difficulties reacting to something they have not experienced before. People also tend to interpret warnings in the most optimistic way possible, seizing on any ambiguities to infer a less serious situation.
Are you suffering from normalcy bias?

lifers are lifers they are untouchable... and as such miners are untouchable

stealing miners is more or less just a variation of raiding, so no...
the temporary disabling of them is a good idea though...

Or what about we let game as it is for that and stop to try to modify it again?
There'll be never perfection, so why modifing again we KNOW we'll later want again to fix it!
