You confuse the notion of class by merit and class by birth...
There are always the first among families who reach higher levels, thus bringing the family from that point forward to a higher class.
The child of two bums that becomes a millionaire does not promote his parents, but does elevate his children. They will be born in a higher class, thus creating a suitable environment for them to develop their own merit. Lazy scumbags will, even in the highest classes, be shunned. Of course their easy way is to 'descend'... because in a lower class, their being a scumbag is irrelevant. They can portray themselves as 'Gods come down to the common folk' and be revered as deities whilst being the lazy scumbags they are. Of course, their offspring will have to deal with the lower class-situation from birth. This hampers their development, thus decreasing the chances of the scumbags branch of the family to restore their social standing. These are the 'derelict Houses'... a shame, and technically the ones who keep the *problem* of a cross-class society alive. They create unfair competition by lowering into the unsophisticated class.
Look at it this way. A certain baseball player is incredibly good, but the team he is in (the World Champion f.x.) has enough incredibly good players. He then decides to apply at a lower level team. Since he is still 'incredibly good', he's like a God unto the lower level. He hits homerun after homerun, beats everyone and becomes the ultimate player of those levels. His move has caused a falsity, twisted competition.
Theoretical situation can be applied on SGW as well, although there is hardly any heritage-effect, save the commander-officer relation.
F.x. I learnt a lot from Apollo. If I would have had, say, Patrick as my commander for a long time, perhaps I would see statbuilding in a bit of a better light. With Apollo as my CO for a long time, I learnt that fighting without remorse, striking without holding back, and enjoying the game by all of its various aspects is *the* coolest way to play the game. Maybe my heritage comes from her, and the other friends I've had in this game?

Animal minds? Fanatics!? Terrorists?! One mans terrorist is another mans freedom fighter... and fanatics? Zealous religionists, or ideologists... merely people who are quite convinced they're right. As for the other groups... I will not comment. I recommend sociopaths be exterminated at root and seed.
As for your constant returning to "equal"... you should take note of the inherent difference between "equal" and "equally valued".
