Must be some more interesting upgrades. Not only 2 X last_price for next upgrade.
I played a lot of strategy games (not online). And each of that have a lot of upgrades there. The upgrades are grouped on levels. And to be able to do an upgrade to something u must forst do upgrade to something else, and so on.
A good inspiration for this can be the game: warcraft III (http://www.blizzard.com/war3/) or Starcraft (http://www.blizzard.com/starcraft/).

Why not just have it based on time and not resources? This would make it the fairest to everyone as you designate what you want to research and in "X" days the R&D is done and you reap the benefits. It would make it more realistic and it would be fair across the board for all accounts new and old.

I guess a certain decrese in how the production goes would keep some of those UBER players at bay for a certian ammount of time
Example: Ranks 1 to 500 would take perhaps 3 days for their first upgrade
ranks 501 to 1500 would take 2 days ranks 1501 to 3000 would take 3 days and so on so forth, just so that some of the top players don't get a massive lead over everyone else so fast.
Ok, then I'll sell all attack weaps and drop in ranks a few kilo.
I like the idea of time-based R&D but I'd combine it with UP stat, as this is a measure of power you cannot change (not like ranks) and, in general, the more powerful a player is, the higher his/hers UP is. And, as everyone knows, the more ppl around the bigger mess and bureaucracy, so R&D project takes more time and money.

Upgrades price must be a combination between time events (upgrade ready in X days) and resources. Because, in the end, big players are big because they worked to be big. Cannot be perfect equality between someone that is playing since 1900, and someone that is playing for 2 weeks.
And also, must be a relationship between upgrades. Something like: cannot buy spy lvl 25 if u don't have Anti-Spy lvl 23, etc...
And speaking about self development "potential", I think is much easy now to grow than 2-3 years ago. Now are a lot of inactive accounts (good for farming), a good market (AT and UU), and, if someone realy want to grow up fast, can do this in short time.

Why not when you raid other races a certain percentage of units are interrogated about their Technology. When once that percentage builds up to a certain amount you gain that Races knowledge and then be able to build their weapons. So if you are a Asgard who keeps raiding a Tau'ri soon your be able to make Ion Cannons and X-302s. And so on for other Races. This also works for Motherships. This way we can various types of weapons. I mean X-302s are based on a Goa'uld Death Glider. You could use the Technology gained to modify your weapons to make them even more powerful.
Just like the Mercenary Command. It goes all the way to Level 5. Why not have a Interrogator Command. The higher the level the faster you assimilate other races Technology. This could even be added to the Ascended Forum.
