The Merc limit used to be set purely on number of Supers + Merc Tech, it never used to go up just from training raiders.
And since raiders can at the moment be matched by mercs, yes you could have an all merc army by training raiders, buying mercs, then selling the raiders. I havent tested it on the turn tickover yet, maybe that would auto-correct but I could certainly build a all merc strike and mass someone in 1 turn with no super/UU losses.
